We are proud to recognize our CEO, Rafael de la Paz, for his role as Treasurer on the 2024–2026 Texas Association of Community Health Centers (TACHC) Board of Directors. TACHC supports Federally Qualified Health Centers (FQHCs) like CHCSCT and works to expand access to high-quality care for millions of Texans.

Rafael’s service reflects his commitment to advancing equitable healthcare, strengthening our statewide network of community health centers, and helping shape the systems that care for thousands of families across Texas.

What the Texas Association of Community Health Centers Does And Why It Matters

TACHC is the statewide organization that represents and supports Texas Community Health Centers. They provide advocacy, training, data support, workforce development, and operational guidance that allow community health centers to deliver high-quality, affordable care.

TACHC focuses on strengthening:

  • Preventive care access
  • Maternal, pediatric, and family health services
  • Chronic disease management
  • Mental and behavioral health support
  • Workforce development and provider recruitment
  • Policies and funding that expand access and equity

Together, these efforts build a stronger, more connected network of health centers and make care more accessible for Texans. When leaders like Rafael serve within TACHC, they contribute to statewide decisions that advance patient care, outreach, staffing, and resources across Texas.

About Rafael De La Paz, CEO

Rafael’s service with TACHC reflects the same focus and integrity he brings to CHCSCT every day. His leadership is grounded in a clear understanding of the challenges our communities face and a commitment to advancing care for those who need it most.

He contributes to statewide progress by:

  1. Advocating for the needs of rural and underserved communities. He has policy conversations that reflect the realities of patients and families in South Central Texas.
  2. Strengthening strategies that expand access to care. This includes improving how funding reaches clinics and supporting programs that focus on quality, prevention, and better health outcomes.
  3. Promoting accountability and responsible stewardship. He draws on years of experience leading CHCSCT to support decisions that help clinics use resources wisely so they can serve as many people as possible.

This important work helps make sure Texans, no matter where they live, can access consistent, high-quality care close to home. As Rafael often says:

“Our responsibility is to every Texan who relies on community health centers. We advocate, we listen, and we work to make sure every decision leads to healthier families and stronger communities.”

Rafael will serve as TACHC Board Treasurer through 2026, and we are grateful to have his voice representing South Central Texas as statewide work continues to expand access and improve health care for families across Texas.
